Memberships:
- Residents of the cities of Crestview, Destin, Fort Walton Beach,
Mary Esther, Niceville, or Valparaiso, showing adequate proof
of address are eligible for fee-free membership.
- Residents of the unincorporated areas of Okaloosa County, as
determined by county, city, and library information sources are
eligible for fee-free membership.
- Any prospective member owing fines or other charges of more
than $20 to any OCPLC library will not be eligible for membership
until such charges are resolved.
- Residents of any military installation located within Okaloosa
County are eligible for fee-free membership.
- Citizens who do not fall into these two categories may pay
the fees below to attain full membership in a library for one
year. (For fees, see #8 under the Cards section.)
- Any employee of Okaloosa County or a member city may also apply
for a free library card regardless of their place of residence.
Cards:
- Cooperative member libraries should issue individual cards
rather than family cards in order to facilitate accurate statistics.
Parents must apply for student cards for ages 17 and under. Library
cards are not transferable. Only the person to whom it is issued
may use each card.
- Card expiration: Fee-based patron’s cards will be good
for one year. All other cooperative library cards will be good
for two years, unless otherwise noted.
- The participating libraries have agreed to a two-week checkout
period for all items. All OCPLC member libraries should be aware
of any deviation from the two-week checkout period.
- Cooperative Membership: Once a patron has a card from any participating
library, that library card is valid at all other member libraries.
Libraries should consider current cooperative member cardholders
as eligible unless their address or other information has changed,
or unless they owe fines or fees of more than $20. The exception
to this policy would be the Winter Visitors at the Fort Walton
Beach Library or the Destin Library. When a temporary resident,
residing in our county for six months or less, is issued a library
card at any member library, the letters WV (Winter Visitor) will
follow the patrons name on their application in the database.
This will alert library staff in all member libraries that the
patron is a winter visitor, and they will have to pay a $20 per
family user fee in the Fort Walton Beach and Destin libraries.
- Address Verification: Member libraries may use the following
documents to verify a patron’s address:
- Water bill,
- Driver’s license,
- Voter’s registration,
- Personal checks,
- ID card issued by the DMV.
- Residency: Member libraries will obtain maps or street listings
to aid in determining residency in those cases where there is
a possibility that the individual lives inside a non-participating
incorporated area. Libraries will also insure that the data on
city/county residency entered into the database is accurate.
- Fees: Fees that have been agreed upon by the member libraries
are:
- Membership fees for the residents of Cinco Bayou,
Shalimar, and Laurel Hill are $20 per family per year.
Cinco Bayou and Shalimar will reimburse their
residents that fee when the receipt is brought into
City Hall.
- A fee of $35.00 for those residing outside of Okaloosa
County
- Patron Status: A library may not change a patron’s status
without verifying with patron and their current member library.
- Special conditions for minors’ cards:
- Parent or guardian must show current identification verifying
minor’s address from the list of acceptable documents.
- Parents or legal guardian must be present to sign the minor’s
registration form, with a current identification
thereby accepting responsibility for:
- All fines, fees, and charges incurred by the minor;
&
- The appropriateness of the quantity, contents, and form
of the materials selected by the minor.
